　　公司以科学发展观为指导，合理开发利用自然资源，坚持走循环经济的道路，坚持“循环型精细磷化工多联产关联多元化”的发展思路，首先在2005年与全国Zui大经销商“徐州国华工贸有限公司”、贵阳市供电局“天毅公司”合作，共同组建“贵州开阳国华天鑫磷业有限公司”，合作开发精细磷化工产品，该项目总投资3亿多元，实施完毕后将实现年销售收入7.6亿元，年利税额1.3亿元，2005年底一期工程两台生产能力为7000吨/年的炉已建成投产。
另外，按公司2007—2010年五年规划公司正着手投资6亿元，依托公司完整的资源要素配置和中化涪陵在国内领先的湿法酸净化、节能工艺，构建公司循环型磷化工多联产系统，2010年实现销售收入15亿元。
