3. 海外备货与预检测

二、广州（黄埔/南沙）、深圳（盐田/蛇口）完整清关流程

矿石主流监管方式：110一般贸易；大宗矿执行先放后检（现场放射性+外观筛查合格可先行提货，后续实验室终检，不合格需召回处置）

1. 海外装船海运，到港前预审货物装柜/散货装船；货物预计到港前3–5天，埔江国际预审全套单证，单一窗口预录入，锁定HS编码，录入许可证号、品位、计价方式。

   点价贸易（LME/伦敦金属挂钩定价），合同、点价协议提前准备，用于海关审价。

2. 船舶到港，换单凭正本提单/电放提单向船公司换D/O提货单，支付换单费、DOC费。

3. 入境法检申报（A证）提交报检资料；码头门式放射性筛查、外观查验、夹杂物排查，初筛有无生活垃圾、危废混入。

初筛异常：直接布控、取样做固体废物属性鉴别；

初筛合格：可执行先放后检，同步送实验室检测品位、有害杂质。

1. 单一窗口报关申报录入报关单，关联许可证、法检信息；海关审单+审价。矿石审价是大风险点，海关会对标国际金属行情，低报货值会触发补税、稽查。

2. 税费缴纳

关税：绝大多数金属矿、稀有矿惠国关税0%，少数矿种0–5%；RCEP原产地证可享受优惠税率

进口增值税：13%；黄金矿砂符合条件可免征进口增值税

计税基础：CIF到岸价。AEO企业可使用汇总征税、关税保证保险。

1. 海关查验/抽样化验H986机检，随机人工开箱；多点分层取样送实验室检测品位、水分、砷汞镉等有害元素。

   若实验室检测不合格，即使已提货，海关有权要求召回、处置或退运。

2. 检验检疫合格，出具《入境货物检验检疫证明》完成全部检验，拿到证书，方可销售、入厂冶炼。

3. 码头提柜/散货卸货，内陆拖车配送埔江安排码头提货、堆场堆存；密闭式拖车运至冶炼厂或保税堆场；可提供保税仓储，暂缓缴税。

四、核心风险红线（矿石进口高频踩坑点）

1. 固废判定：主金属品位过低、大量泥土废石、杂质过高，海关启动固废鉴别，判定固废直接退运，产生巨额滞港费。

2. 放射性超标γ>0.4μSv/h、U/Th活度超标，一票否决，整批退运。钽铌、锆矿、独居石高发。

3. 有害元素超标砷、汞、镉、铅、氟、氯超出国标限值，退运。

4. 无证进口缺少O证、两用物项证，直接扣货、行政处罚。

5. 审价风险点价资料不全、低报货值，海关估价、补税，严重移交缉私。

6. 申报时限船舶进境起14日内申报，超期产生滞报金。

7. 矿粉包装粉末精矿属于9类危险品，包装破损漏粉，码头可拒绝卸货。

High-risk cargo may take CCIC pre-shipment inspection &supervision loading to reduce detention risk.

2. Full Clearance Flow (Huangpu/Nansha Guangzhou;Yantian/Shekou Shenzhen)

Main customs regime: 110 General Trade. Bulkore adopts release before lab test: cargo can bereleased after passing on-site radioactivity & visual screening; iffinal lab test fails, recall or return is mandatory.

1. Overseas loading & pre-document review before vessel arrivalContainer / bulk loading. 3–5 days before vessel arrival, PujiangInternational pre-audits all documents, pre-submit on SingleWindow, confirm HS code, license number and pricing method.

   For formula / LME pricing contracts, pricing agreement must beprepared for customs valuation.

2. Vessel arrival & document exchange Exchange Delivery Order (D/O)from shipping line against original or telex B/L, pay document &DOC fee.

3. Statutory inspection application (A certificate) Submitinspection documents; portal radioactivity scanning, visualinspection and foreign debris screening.

Fail initial screening: cargo detained and sampled for solidwaste identification.

Pass initial screening: release before lab test, samples sentfor grade & impurity test.

1. Customs declaration via Single Window Submit customs declarationlinked with license and inspection data. Customs document review &valuation. Valuation is the biggest risk; customs refers tointernational metal market. Under-declared value leads to taxsupplement and audit.

2. Tax Payment

Customs Duty: Most metallic & rare metal ores enjoy 0% MFN duty;few 0–5%. RCEP CO can get preferential tariff.

Import VAT: 13%. gold ore can be VATexempted.

Tax base = CIF value. AEO enterprise can apply aggregate taxpayment or customs duty insurance.

4. Key Risk Reminders

1. Solid waste identification: Low metal grade,excessive rock & soil may trigger solid waste appraisal. Onceconfirmed as solid waste, forced return with heavy port detentioncost.

2. Radioactivity non-compliance: Gamma dose rateover limit or U/Th excess → cargo rejected and returned. Ta/Nb, Zr,monazite are high-risk.

3. Hazardous element over-limit: As, Hg, Cd, Pb,F, Cl exceeding national standard → return.

4. Import without permit: Missing O license ordual-use permit leads to detention and penalty.

5. Valuation risk: Incomplete pricing document orunder-declared value → customs re-valuation, tax supplement, evenanti-smuggling investigation.

6. Declaration deadline: File customs declarationwithin 14 days after vessel entry, latedeclaration surcharge applies.

7. Powder packaging: Concentrate powder is Class 9dangerous goods. Leakage or broken packaging will be rejected byterminal.
