二、海运（广州南沙/黄埔、防城港、厦门港）完整清关流程

1. 海外取样预检测，确认品位、放射性、有害元素达标再装船船舶到港前5–7天，埔江预审全套单证，单一窗口预录入，录入O证号、品位、点价作价资料；独居石提前向口岸海关、生态环境部门报备放射性货物。

2. 船舶到港，换单凭正本/电放提单换D/O提货单，支付换单费、DOC文件费。

3. 入境法检申报（A证）+门式放射性筛查（高优先级）码头门式γ辐射扫描，钽铌、独居石属于批批重点布控；一旦报警，立即隔离封存，手持仪器复测；初筛超标，海关同步通报属地生态环境局，启动核素鉴定。外观排查泥土、外来杂物。
